This project aims to evaluate all major social housing policy instruments in Norway, aimed at helping disadvantaged individuals to better and more stable housing.

These instruments are, first and foremost, housing allowances, starter mortgages and public housing (for rental).

Using high quality administrative data, stemming from both national and municipal sources, our project investigates empirically (i) how these instruments are distributed across groups (who are affected), (ii) how they impact future housing conditions, wellbeing and labour market outcomes in the short, medium and the long run, and (iii) to the extent it is feasible given the data, how are these effect heterogeneous across groups (what are the effects for whom)?
