Project description

In this project we will study the connections between climate policy and the development of new technologies. The project consists of 5 parts. In part 1, we will analyse whether one should reach climate goals by taxing CO2 emissions or by subsidising the development or production of new non-polluting technologies. This will be studied within a dynamic general equilibrium model. In part 2, we study the importance of endogenous technological development when the design of climate policy follows from interactions between several countries. An important part of this will be to study the general literature on endogenous technological change. Then, we will analyse the impacts the design of international treaties on climate change may have on technological development. The third part of the project considers the connection between international climate policies and the oil market. Climate goals can be achieved by economic instruments directed towards fossil fuels, but also by developing new technologies. The two strategies may have different impacts for the oil market. Different ways to achieve the goals may also impact the diffusion of environmental friendly technology differently. This will be studied in part 4. Finally, we will model endogenous technological development in the European energy market model developed by the Frisch Centre and SSB. This may among other things, give some empirical estimates on effects studied theoretically in other parts of the project.
