Project description
The aim of the project is to increase our understanding of recruitment to and consequences of obtaining formal vocational qualifications as adults. First, we will study the processes of recruitment to formal adult learning through the different combinations of work experience and school based
education. Second, we will analyse the effects of acquiring formal vocational qualifications as adults. The third part of the project addresses to role of skills in explaining employment more generally as the effects on adult learning institutions are closely linked to how technological and structural change alter
the demand for labour. We will combine qualitative and quantitative methods and use different
data sources. Qualitative in-depth interviews will be carried out in an early phase of the project in order to explore motivation, barriers and interests among adult education participants. The insight gained from the qualitative study will be used to generate hypotheses to be tested quantitatively by means of representative data. The Norwegian Education register, with detailed information on all formal education, will be linked to longitudinal administrative registers of labour market outcomes, job mobility (by means of firm identifier) and social insurance transfers. The PIAAC data combined with the earlier skill studies IALS and ALL, provide more detailed measures of skills.
