Project description

The aim of the project is to generate new knowledge about how key welfare policy tools affect the short- and long-term labor force participation of individuals. The central research question is whether a stricter activity focus of welfare policy enhances employability and long-term self sufficiency, thus reducing outflows to passive welfare programs and social assistance, and mitigating the problems of labor market exclusion. The main idea underlying the project is to exploit the many reforms that have taken place – and will take place over the next few years – to identify the effects of institutional characteristics of the welfare state. The empirical foundation of the project consists of individual data from merged administrative registers, with detailed monthly information on the labor market status (work, education, participation in various welfare programs, etc.) for the full Norwegian population. The empirical approach is quasi experimental, building on state-of-the-art methods within multinomial event analysis (duration analysis with competing risks). The project will also contribute to further development of this scientific method.
