Project description

The project addresses one of the key challenges facing the Norwegian welfare state: How to combine generous social insurance with sustainable levels of welfare dependency? The project is primarily empirical, and it draws on administrative register data to identify and quantify key mechanisms behind social exclusion and non-participation in the arenas of work and education. Two central aims of the project are: i) to evaluate the empirical relevance of the incentives-equity tradeoff for different social insurance schemes; and ii) to evaluate the strategies for escaping the tradeoff by means of institutional design, e.g., in the form of activation, monitoring, check-points, and gate-keeping.
